[J3] Revised preprocessing paper for vote

Hi all,

Preprocessing subgroup has one paper for vote on Wednesday:

* 25-176r2 [1]: US10: Formal specifications for macro identification and
expansion in the Fortran preprocessor (FPP)

This is a new revision of 25-176r1 [2], which was discussed in plenary on
2025-10-27. The new revision has been updated based on that discussion,
including the addition of two straw polls which will be critical to resolve
design direction for preprocessing.

For those interested in reading only the diffs, they are visible on GitHub
[3].
