Thanks for all the replies to my inquiry, especially to Robert for his detailed analysis of the BLOCK construct case. If, as he suggested, the restriction on the BLOCK case was an oversight and not intentional, it would be good to have the committee add removal of this restriction to their list for possible consideration in an upcoming standard.
