[J3] [SC22WG5.6675] Proposal for 2027 WG5 meeting in Bergen, Norway

As most of you know, the 2025 WG5 meeting will be held in Berkeley, 
California, after plans to hold it in Helsinki fell through.

For 2026, we'll be meeting at the University of Warwick in Coventry, 
England.

For 2027, it was suggested that to get our cadence back on track that we 
also meet outside North America. Magne has offered to host us in Bergen, 
Norway. and provided a short presentation on it which I have uploaded to 
https://wg5-fortran.org/bergen-wg5_fortran-2027.pdf  Please look this 
over and we will discuss it at the Berkeley meeting. Magne added, "I 
have also added the possibility for a joint workshop day with TC39 
ECMAScript. We did have TC39 in Bergen 2023, and we are aiming to have 
them back in 2027. It could be interesting to discuss common issues on 
language standardisation and evolution."
