[J3] 25-007r1 and 25-161

Hi folks,

 

25-007r1 is the updated draft F2028 incorporating Corrigendum 1.

It should now be fully searchable and copyable i.e. the ligatures are no
longer problematic.

25-161 is my report on what was changed in the process.
