[J3] [SC22WG5.6719] Meeting(s) on non-blocking collective subroutines for 202Y

Work item US-04 is now non-blocking collective subroutines.  I'd like to
gather interested parties to work on papers to submit for the October
meeting.  In addition to myself, I know that Dan Bonachea and Brandon Cook
are interested in this feature.  Based on the calendars of the three of us,
I'm scheduling a kickoff meeting for this Wednesday 2-3 PM Pacific Time.
For anyone else interested in contributing, please respond to this email
and let me know if you would like to join the initial call.  If so, I'll
add you to the calendar invitation.  If you are interested but can't join
this time, please suggest some good times for meetings that I'm
thinking will initially be weekly and then will transition to bi-weekly if
that seems more appropriate and works for producing the requirements,
specifications, syntax, and edits papers for the October meeting.

For reference, paper 23-174 <https://j3-fortran.org/doc/year/23/23-174.pdf> is
the use case paper that was passed.  Also, paper N-2245 (attached) is the
info paper that was discussed at last month's J3/WG5 paper.
