[J3] Table 16.2 is not referenced from text

In reading Section 16, I've notice that Table 16.2 is not
reference from text within this section nor is the phrase
"unrestricted specific intrinsic" actually defined.

Table 16.2 is cited in C1033, C1515, C1519, C1534, 
15.5.2.10(4).  All of these appearances are in the
smaller type size for an obsolescent feature.

As Table 16.2 is not actually discussed in Section 16,
should it be moved to B.3 Obsolescent features?  Or, 
should a sentence or two be added above Table 16.2 to
actual define what an "unrestricted specific intrinsic"
is?
