[J3] [SC22WG5.6678] WG5 ballot on conditionally accepted work items for Fortran 202Y

I'm J3 emeritus and not alternate, so I don't have any ISO credentials
to log in and download the list. And I don't get to vote anyway, but I
would like to see the list and comment on it unofficially.
