For several years now, ORNL has contracted with Siemens (formerly Mentor Graphics) for development work on GCC. The primary targets have been OpenACC and OpenMP support in C, C++, and Fortran. But we've also done odds and ends that we needed, like supporting the implementation of some of the new C interop capabilities in Fortran 2018 (if memory serves). Tobias is one the developers at Siemens who have been working on this contract (and quite possibly others too).
We're not doing this out of altruism, of course - it is serving ORNL (the Oak Ridge Leadership Computing Facility, specifically) needs. We view GCC as a risk mitigation for the increasing reliance on LLVM in the compiler community, and of late, our primary focus has been on OpenMP offload support to make it a plausible alternative.
This is the kind of thing that a company or lab with sufficient interest can do. I think it would not be impossible to do something with small $ donations, but you'd probably need someone (a company or non-profit) to act as the middle-person.
