[J3] [EXTERNAL] Complex pointer to real array and vice-versa

Hello,

Thanks. As mentioned in the discussion on Github, should the proposal be 
retained I agree to contribute to the work for the standardization 
process, (although I have no experience in it: some help will be needed).
