[J3] A couple of minor typos in 23-007 (and previous versions as well)

Hi Malcolm,
I found a couple of minor typos in the standard as follows. Please let me know if you want me to write a paper or you will address it. Thanks.

1.
23-007 [p442: 31] 16.9.202 SYSTEM_CLOCK..
It seems it is missing a period after "... no smaller than that of default integer" and before "It is an INTENT (OUT) argument."

2.
23-007 [p103] 8.5.8.1 General
In NOTE 2 Examples of DIMENSION attribute specifications are:
The 3rd declaration
REAL, DIMENSION ([1, 2, 3] :: 10) :: Y ! Same as DIMENSION (1:10, 2:10, 3:10)
It seems it should be a single colon before "10".
