Dear SC 22 Convenors,

JTC 1 Standing Document 23 allows us to open many WG documents up for 
public access, up to but not including the DIS stage. Every few years, 
someone at the ISO Central Secretariat tries to revoke that public 
access. This time, it is more serious because public access has been cut 
off by the transition to the new ISO Documents system. Many WGs have had 
to maintain external document management systems to assert the rights 
that we have.

JTC 1 formed an Ad Hoc Group, JTC 1 AHG 5, to address this and similar 
topics. For your information, I have attached an AHG 5 document whose 
final form will be sent to ISO and IEC to ask for public access to be 
continued (restored in the case of the ISO Documents system). I gave 
them some SC 22 examples which are quoted in the document, and I tried 
to complete the picture while keeping it brief. This is really just so 
you can see what is going on, but if you see any major points that I 
missed, please feel free to let me know.
