[J3] Paper 22-131r2 for vote on Weds Mar 9

Hi everyone,

paper 22-131r2 regarding the committee's preferred format for meeting
227 (held jointly with WG5) is uploaded and ready for vote tomorrow.
Please note that the outcome of this paper is not binding, as meeting
formats are still constrained by INCITS requirements.

Someone commented yesterday that this paper may have been meant for
meeting 228, which I agreed with at the time. But after further
thought I think it's appropriate to focus on 227, since much planning
has been done for meeting 227 and yet there is still some uncertainty
regarding exactly what meeting 227 will look like. If INCITS decides
to require special action from the committee to have a hybrid meeting
in July, it may be useful to have a formal vote on the record already.

Yesterday we discussed several possibilities for J3 meeting #228 and
beyond; it would be useful to revisit those possibilities further
tomorrow or at meeting 227 if there is time.
