"For a new paper, to be assigned a new paper number, the file name must not be of the form yy-nnn. "  Call it something else, such as issue271.pdf, and it will upload. Do not try to assign a paper number, the server will do that.


By the way, please don't send to BOTH the WG5 and J3 lists as the WG5 list forwards to the J3 list.
