[J3] [EXTERNAL] Reminder: Call for USNB Position/Comments - CD 1539-1 due Feb 1

I have not yet responded.  I plan to vote Abstain with comments, but I have not yet done do.  I would have voted Approve with Comments except that proper comments would take too long to write.

Recall that failing to vote is equivalent to voting Approve.
