   As Bob Corbett points out, nowhere in the standard is there any indication that default initialization or lack there of is an attribute.
   This is a 2003 feature, implemented in many compilers, and no compiler ever considered default initialization in determination of
   type.  Breaking existing code has been a concern and a justification for not making changes to features in published versions of the
   standard.  Making this change may well break existing programs.
