Dear all,

I attach a draft of a further "New Features" paper that I hope soon to 
offer to Steve as a WG5 paper. I would be most grateful for any 
comments, large or small. I want this to be as accurate and polished as 
possible, but it is not an official document and I do not want to make 
it one. To get the real story, the reader needs to look at 22-007. Note 
that this already has a one-page summary of the new features (pages 
xiii-xiv). My document aims to provide more details.
