[J3] Preprocessor discussion

After a few of us on JoR met yesterday to kick off discussion of a 
preprocessor feature for 202Y, I have created a new Preprocessor 
subforum <https://j3-fortran.org/forum/viewforum.php?f=23> alongside 
that of the other subgroups in the J3 discussion board (j3-fortran.org 
login required), to better organize discussion. We'll be adding 
questions and inviting comments from greater J3.

If you are interested in participating, I suggest that you click the 
Subscribe button in that subforum; it's the check in a box in the row of 
icons towards the bottom of the page:

When you are subscribed, the box is blank:

You'll then get an email when new topics are added. We'll also be 
soliciting input from the greater Fortran user community.
