[J3] Further features for generics

All,

I just uploaded paper 22-184 which summarizes additional features for generic programming that generics subgroup will be considering for F202y.    These features do not directly impact the proposed TEMPLATE mechanism but are intended to improve their use/power in various contexts.  Mostly rank-agnostic stuff.
