Hello John, 

I think the removal of [211:1-4] is unwarranted.

[212:15-17] says:
"A variable defined in an unordered segment only by execution an assignment statement with
a NOTIFY= specifier may be referenced or defined after execution of a NOTIFY WAIT statement that satisfies
that assignment statement execution."

You want to be able to deduce possible invalidity of data accesses if the UNTIL_COUNT is smaller than the number of notifications.
