[J3] JOR papers for Vote tomorrow

Hi all,
JOR plans to vote tomorrow  on two papers:
    21-170r1 (a new paper uploaded just now, just a few trivial edits), and on
    21-181 (I/O fixes based on the editor's report for 21-007r2).

FYI, a revised paper based on 21-177 is being prepared, but won't be voted upon till next week (how connection mode values are passed to/from parent/child data transfer statements).
