[J3] Upcoming Letter Ballot regarding Emeritus Member attendance at J3 meeting 224

A convenor is allowed to invite ONE person to a WG5 meeting. It is true
that INCITS Emeritus members have no status with ISO. Given that WG5
meetings are joint with J3, if an Emeritus member wishes to attend we can
figure it out.
