I assume this really means that an Emeritus member cannot demand to be included in a WG5 meeting based on having Emeritus status.  As an individual person, I don’t see how INCITS can make such a restriction.   Does obtaining Emeritus status mean that your name is removed from the list of “experts” on Fortran?  Being on that ISO list is your “automatic ticket” for admission to a WG5 meeting.   It would seem that someone like Richard Maine, having been an ISO-appointed editor, would remain on the ISO list of experts irregardless what INCITS says.   Besides, can’t the convener invite someone to a WG5 meeting?  I remember Bob Numrich being invited to a meeting once, and he had never even been a J3 member.
