[J3] New "protected" components & types papers

Hi everyone,


I've uploaded new papers based on feedback on protected components. They are 21-163 (readonly components) and 21-164 (restricted types). I'd like these to be the ones we vote on next week, superseding 21-148. The main changes:


- Obviously, I've changed the names. But there are straw votes on alternative keyword options as well.

- Slightly expanded discussion.

- Two straw votes on behavior.


Malcolm, would you please mark 21-148 as superseded, and 21-163 & 21-164 for vote?
