[J3] Protected components & types

I've uploaded paper https://j3-fortran.org/doc/year/21/21-148.txt to the documents for our next meeting. This is the next evolution of protected components/types. Last year we got very close to completing them, but had disagreements on the correct behavior. This is my attempt to make something flexible enough for everyone. It's a long paper, so if you have the time please take a look before the meeting.
