[J3] Type-bound procedures required to be module procedures

There might be technical reasons to exclude dummy procedures and
procedure pointers. I think thls leaves only internal and external
procedures. Of course, explicit interface would be necessary. It
wouldn't be unreasonable to exclude external procedures too.
