[J3] Interp letter ballot 22-103

Hi folks,

 

Paper 22-103 is the letter ballot for the interps we passed at the last
meeting.

 

It runs for approx 30 days, plus a bit because of holidays (and also so as
not to end on a weekend), thus the deadline will be 24th January.
