Jeff,

As you may have noted, Ondrej has brought up the GitHub based "community"
forum to brainstorm ideas toward Fortran 202Y (and later 20**) proposals
and this topic was discussed there not so long ago.  Separately Steve/WG5
appears to have at least verbally lent support toward the premise of that
forum being one among several recognized avenues toward a testbed and sieve
of aspects to get into future standard revisions.

So if you are proposing here "+=" and "-=" (and any other), I suggest
starting with that forum, for it is a good place to publicly capture sound,
technical supporting (as well as any opposing) arguments such as what you
state later with hardware support.
