The left parenthesis. It would be silly to start a new unlimited format item.
> I.e., after reversion, is it still an unlimited format item?
That is not “i.e.”, it is a red herring. Or perhaps a halibut. Wherever it reverts to does not change the fact that the right parenthesis of the unlimited format item is the right parenthesis of an unlimited format item.
> I think "If format control encounters" at the beginning of 13.4p7, 13.4p8, and 13.4p9 would be clearer as "When format control encounters".
I don’t see anything unclear about “if”, so I will defer to JoR subgroup on that one.

In the description of format control reversion in 13.4p8, does control revert to the left parenthesis, or the asterisk? I.e., after reversion, is it still an unlimited format item?
I think "If format control encounters" at the beginning of 13.4p7, 13.4p8, and 13.4p9 would be clearer as "When format control encounters".
I think "If format control reverts" at the beginning of 13.5p4 would be clearer as "When format control reverts".
