[J3] Subgroup selection

Rich Bleikamp has graciously agreed to be head of the /JOR subgroup.

In normal times, at the start of a meeting we would know who was present 
and would have people choose a desired subgroup, partly based on 
experience/expertise and partly on work load. Then each subgroup would 
go off on its own to write and discuss papers. These are not normal 
times, and the subgroup work has to be done before we begin the virtual 
plenary.

I have created a SurveyMonkey form where you can indicate your preferred 
subgroup (or indicate that you will not be participating.) Please fill 
this out ASAP so that subgroup heads can start assigning tasks.
