[J3] New working document 20-007

I have added a new section to the J3 discussion board for UTIs, and each
UTI has its own topic. In normal times, subgroup heads would assign
appropriate UTIs to members of their subgroup at the start of a meeting.
These are not normal times - we don't even know who among the J3 members is
willing to work on issues or which subgroup they would like to be on.

A further complication is that JoR has been traditionally headed by Dan.
Unless there are objections, I will take this on for now as I have done it
before and have always been in JoR. If there is someone else interested in
this role, let me know. Note that Lorri has graciously agreed to be the
"substitute Chair" of J3 for the October meeting.

J3 members - please look over the UTI topics at
https://j3-fortran.org/forum/viewforum.php?f=18 and if there is one that
you'd like to take on, please add a note saying so, prepare a paper and add
a link to it so we can look at it before the virtual Plenary. Subgroup
heads may ask specific members to take ownership of relevant UTIs.

Thanks again to Malcolm for putting in the significant work, not only to
produce 20-007 (now a regular document on the J3 site) but also to notice
problems and ask for their resolution.
