[J3] (SC22WG5.6287) New ISO project for next revision

I asked INCITS to initiate an ISO project for the next revision of the 
Fortran standard (what we call 202X). This was required if we didn't 
want to be at risk of being disbanded! A ballot has been opened that 
goes to a country vote.

    RESOLUTION 20 – 16

    JTC 1/SC 22 agrees to add to its program of work the revision of
    ISO/IEC 1539-1-2018 Information technology — Programming languages —
    Fortran — Part 1: Base language.

    Noting the following:

    • Project Editor: Malcolm Cohen
    • Project plan: 36 months
    • Target dates: WD June 2021, CD Dec 2021, DIS Dec 2022, and
    Publication Dec 2023
    • Confirmation the revision will not expand the scope.

    If approved, the committee manager will do a call for experts for
    the revision.

We still have seven work items that need completion - let's get to it!
