Indeed - that's the goal of the fortran-proposals github ans the
j3-fortran.org discussion board. The former is an incubator of ideas for
a future revision, where ideas can be fleshed out. The latter takes the
place of "subgroup time" at meetings where work items and papers can be
developed and discussed. Both also keep ideas alive between revisions,
and also serve to not need to rehash discussions that have occurred
previously.

I would argue that we're already moving towards that, with the
commitment to develop a generics/templates feature for F202Y. These two
concepts are not mutually exclusive.
