[J3] Virtual meetings through March

INCITS has directed that "all INCITS related meetings shall be virtual 
through to March 31, 2021. " So that covers not only our October meeting 
but also February. You should have seen my email yesterday regarding the 
June 2021 joint meeting in Manchester which is still on (at least for now.)

I am concerned that only a few of you have even logged in to the 
discussion board I set up through the J3 site - we are using this in 
place of the traditional "subgroup" time for creating and discussing 
papers. We have seven work items that still need discussion and papers. 
Please don't leave this till the last minute! I'm not asking everyone to 
write papers, but at least lets start discussing the issues. US-17 in 
particular needs resolution as the edits failed due to growing 
discomfort with the syntax.

If you have any problems accessing or using the discussion board (log in 
to the J3 site and click Discussions in the top menu, then log in using 
your j3-fortran.org credentials), let me know.

I've also been notified by SC22 that, due to a new ISO JTC1 policy, I 
need to create a new ISO "project" for F202X or else WG5 risks being 
disbanded! I have started work on that.
