[J3] Ondrej's offer to serve as J3 chair

First, let me applaud Dan's service as J3 chair. He served admirably at
the tiller.

I retire from JPL today after 53 years service, leaving my home
"office" within the hour to turn in my employee badge, office key, RSA
token, and parking tag, in return for a retiree badge.

Therefore, starring tomorrow, I cannot officially represent JPL to J3.

As my last official act as a member of J3, I endorse Ondrej's offer to
serve as J3 chair.
