[J3] Brian Friesen selected as new J3 Chair

Congratulations Brian, I am looking forward to be working with you to make Fortran better.

Thanks everybody who supported my candidacy, publicly or privately. I am humbled by that. I have openly presented in detail what I would like to achieve and how, to all of you as well as the INCITS Steering Committee. They voted and selected otherwise. I know that some of you might have hoped for a different result. Here is what I have to say: yes, we have differences, and different ideas how things should be done, but ultimately we are all on the same team: Team Fortran. Let's give Brian and Steve the respect and space to do their jobs to effectively lead the committee.

As Brian said, "the diversity of perspectives, experiences, guidance, and wisdom that
each of you bring to the committee are essential to Fortran's success." Let's live by that.
