We have Hybrid style weekly group meetings at work, since some of the members are in other countries.  When the intent of the meeting is for the manager to transfer information to the troops, it works OK. If the intent is some sort of collaboration that is supposed to get work done, then I agree it is not so great. 

One thing that has changed is that internet access speeds available for remote attendees are a lot better these days.

Interesting point. Actually multiple points. 

1) Maintaining membership requires attending meetings.  If the meeting announcement says the meeting is in, for example, Las Vegas, then not being in Las Vegas would seem to indicate “not attending”. 

2) In order to vote on papers, INCITS requires that you have paid your dues (they want the money!).   That would seem to weigh against the idea of “anyone can participate” by accessing the meeting remotely. 

3) New members are supposed to have a trial “observer” meeting. With the current rules, I don’t see a way for that participation to be remote. 

As Van might say, there are a lot of worms in that can.
