Many years back, while I was at Sun some of the Labs folks measured how
effective various meeting modalities were in practice.

   1. In person
   2. Remote
   3.  Hybrid (some remote some local)

Hybrid meetings were least effective (sadly, most common). All remote
consistently scored as more effective. In my various roles/organizations
since, nothing seems to have changed (viz. the most common modality is
Hybrid, which everyone agrees is pessimal).

In terms of ANSI/membership rules, if they haven't tweaked them to allow
remote participation to count. you might need to formally excuse people who
are prohibited from attending in person.
