[J3] (SC22WG5.6151) Impact of coronavirus on WG5 meeting

If video conferencing was enabled, I'd be happy to participate as a
non-member. This could be a test for potentially enabling
video-conferencing in future meetings on a regular basis. I think there are
other people like me who'd like to participate but for whom it's currently
not feasible. I think this could help the committee work.
