[J3] target intent vs "const" pointers

[Clune, Thomas L. (GSFC-6101)]

After more time for reflection (though perhaps still not enough),  I’m increasingly enamored with allowing something like a “const” pointer.       The caveat being that my support depends on the feature remaining small for suitable definitions of “small”.
