Emeritus status is an INCITS thing that allows one to participate in 
US-NB meetings, but not vote. ISO doesn't recognize it. The INCITS 
Policies and Procedures document says:

    Emeritus Members hold non-voting, non-dues-paying memberships in
    relation to a specific TC, TG or SG.

    Individuals appointed as Emeritus Member shall continue to hold
    their Emeritus Member title as long as all requirements noted above
    are met. Emeritus Members may resign their position as described in
    Section 3.8.5, Resignation of Membership.

    Emeritus Members shall not count in any calculations for quorum or
    voting in the TC, TG or SG. The TC, TG or SG’s membership roster and
    Annual Report shall identify Emeritus Members.

(Hmm - this last bit we need to catch up on.)

The INCITS roster for J3 
(https://standards.incits.org/apps/org/workgroup/pl22.3/members/roster.php) 
lists only Richard Maine and Dick Hendrickson as Emeritus members. 
Clearly, document 012 needs an update, as you have separately pointed out.

P.S. A new ISO document repository, called "ISO Documents", went live 
today for JTC1. I find it horribly slow and convoluted, but then so is 
the current "eCommittee". For now, WG5 documents can be found in both 
repositories. I and others have raised an issue about public access to 
N-documents, which the new system does NOT currently provide for. ISO 
promises a solution for this soon, though just to be safe I have 
downloaded all of the documents since 2014 when we stopped hosting them 
locally.
