[J3] 202X Work Items

I have added a section at the J3 forum for 202X work items 
(https://j3-fortran.org/forum/viewforum.php?f=14) Each item gets its own 
topic, with links to papers. There are three subsections for In 
Progress, Completed, and Deferred/Dropped. Please look this over and see 
if I have missed anything, including missing links to papers. J3 
document 010 has much of this info, but it is out of date and has some 
errors.

I note that we have completed work on 17 work items, deferred or dropped 
3, and have 7 left to finish. I was a bit surprised to find that US-18 
(BOUNDS and RANK specifiers for DIMENSION) doesn't have edits yet, but 
is otherwise complete. We should be able to knock that one off easily.

Please look over the In Progress items and add your thoughts on any of 
them. What I would like to have is papers for at least half of these 
ready by the October meeting.
