I don't understand these 2 points by Bill and Tom.

My understanding from the note by Ondřej where he states, "I know that
the main effort is to get 202x out, but I would like to propose if we
can spend 5min of plenary time on each proposal. .." is that his
request toward the agenda is already being mindful of the current J3
focus to work on Fortran 202X as well as any items with current
standard; it's only that a bit of time is being sought to look at a
few prioritized suggestions for the subsequent effort i.e., 202Y.

Or is the view here that J3 is unable and/or unwilling to multitask
even a little?
