[J3] inconsistency in document dates on wg5 site

I think that you are probably correct.
Jane and I will list it as a 2011 document, as that
Would be ‘correct’ regarding the WG5 document
Numbering.

Just the sequence of document numbers confirms that this was originally a 2011 document. This predates my stewardship of the WG5 documents, but as these were just hosted on the NAG FTP site at the time, it would not at all astonish me if someone just updated the file on the server when a newer version became available. John has updated that paper over the years.
