[J3] (SC22WG5.6282) RE: [ukfortran] Fortran 90 and BOZ literals

David Muxworthy alerted me to a similar error in R420 and a spurious 
quote in R723 - I verified these against a scanned image copy of the 
document Bill Ash sent me. I was able to edit my copy of N692 to correct 
these and the BOZ rules and I uploaded a new version to the WG5 web 
site. If people notice other transcription errors in N692, please let me 
know.
