[J3] 202X Work Items

If anyone has problems with the forum, please email me directly and not 
to the list. I will try to sort it out. Some people are reporting that 
the forum does not accept their J3 password, I am investigating that.

I'm looking into the 403 error (this is the web server deciding you 
don't have permission to do something). I can see it in the log but 
can't yet figure out why. Working on it.
