While I accept your desire to advance Fortran more quickly than
appears to be happening, I am afraid your announcement is totally
misconceived.

(1) The WG5 convenorship is an ISO position, not an INCITS one. Thus
    your email should have gone to the sc22wg5 list for information
    rather than to the J3 list.

(2) The letter to the INCITS Director is irrelevant.  INCITS is
    concerned with the administration of committees, not with the
    technical ability of committee members.

(3) ISO/JTC1 Directives (have you looked at these?) state:

    Working group Convenors shall be appointed by the committee
    [i.e. SC22 in this case] for up to three-year terms ending at the
    next plenary session of the parent committee following the
    term. Such appointments shall be confirmed by the National Body
    (or liaison organization). The convenor may be reappointed for
    additional terms of up to three-years. There is no limit to the
    number of terms.  Responsibility for any changes of convenors
    rests with the committee and not with the National Body (or
    liaison organization).

A national body [i.e. INCITS in your case] becomes involved only to
confirm notional support for a candidate who has been provisionally
appointed by SC22.

More generally, WG5 has to work within ISO rules, J3 has to work
within INCITS rules and so on for every national body's Fortran group.
These rules can be quite burdensome at times.  I suggest you gain some
experience working with WG5, like actually attending a meeting, and
with J3 before attempting to take over the convenorship.  Then you
could try again in 2024 or 2027 or so.
