[J3] Further discussion of the generic programming facility for F202Y

All,
Several of us would like to make a concerted effort on this feature outside of the regular meetings.
My hope is to have a solid set of use cases and a straw man requirements document ready
for consideration at the February meeting. (With understanding that F202X features
will take precedence - it is still useful to have a target date.)
To facilitate this, we have started the GitHub project:
https://github.com/sourceryinstitute/generics
We would also like to have monthly telecons — probably restricted to committee members for now.
Please let me know if you think that you will be interested in participating. I’ll conduct a poll and
do my best to find a time slot that minimizes inconvenience. (All but impossible given participants
in Japan, Norway, and both coasts in the US.)
