Hi,
Zach, Gary and I created a J3 GitHub repository for collecting, discussing and proposing ideas that the wider Fortran community has:

It is not meant to change how the committee itself is working, but rather to serve as a communication tool with the community outside the committee.
It is meant as a forum for people to easily propose ideas for Fortran, then discuss such ideas more, eventually develop proposals. I am volunteering to try to keep the issues in sync with what the committee is doing, as well as to filter ideas that are not well developed or would not have a good chance of succeeding or would be a waste of the committee time. I plan to use this J3 members mailinglist to discuss ideas that I think are worth the committee time to receive an initial feedback. And then use GitHub to developed such few "blessed" ideas into high quality proposals for the next committee meeting.
Since we put it online two days ago, it already got 21 GitHub stars and 97 unique visitors, 7 people commented on some of the existing proposals and 3 people proposed new ideas, not counting Zach, Gary or myself.
Steve and anybody else on the committee, if you send us your GitHub ID, we will add you in. Also if you have any other feedback, please let us know.
Tom Clune will send an email soon how to collaborate on the template proposal. I created a preliminary issue for it here: https://github.com/j3-fortran/fortran_proposals/issues/4 (you can see people already discussing it there), and once Tom sends the instructions, I will update the issue accordingly.
