Still incomplete.

US15 VIRTUOUS procedures:  should allow access to global named
constants, types, VIRTUOUS procedures, ..., but not global variables.
Prohibiting access to global data is more than necessary.

US22 Conditional expressions:  Allows to evaluate part of any
expression, not just parts of logical expressions within IF statements.
Importantly, they also allow to compute whether an actual argument is
present.

US24 Generics / templates / macros / containers: Needs to mention
parameterized modules.  04-153, 04-383r1.

Needs to mention rank-agnostic array declaration, and array element and
section selection.  19-150.
