[J3] new Work List

Hi Dan,

Not so much “blunders”, but some observations:

1) It might be helpful to label the Meetings that were Joint with WG5 (216 - Berkeley,  2019 - Tokyo), because

2) The J3 “Work List” for the next revision is something that comes from WG5.  Most of the data in the table are from J3-only meetings.  It is useful for historical reference, but not really a “Work List” yet. 

3) The list does not seem to have a systematic order, other than the first two entries.  It might be more helpful if the “very likely NO” entries were at the end.  Some of the entries are really quite simple, such as degree/pi trig functions, part 2 functions, log<n>, cstring/fstring, and maybe could be put near the end, just before the “NO” list, so the things we don’t need to spend a lot of time on are together at the end. 

4) Another “consensus” decision, if I recall, was to have a more modest revision this time. That is not shown, but seems incompatible with the idea of accepting both generic programming and exceptions. Clearly s topic for discussion at m219 in Tokyo.
